Stage I of the Pilot Project
Overview
The Tennessee Emergency Communications Board, a nationally recognized Next Generation 9-1-1 leader, entered into a pilot project with RapidSOS to rigorously test RapidSOS’ technology to deliver device-based hybrid location to 9-1-1 (without the need for an app and at no cost to public safety) through the RapidSOS NG911 Clearinghouse.
Objectives
- Improve location accuracy and speed of location delivery for Wireless 9-1-1 calls by making device-based hybrid location available through the RapidSOS NG9-1-1 Clearinghouse as supplemental data.
- Demonstrate that location can be transmitted to Public Safety Answering Points (PSAPs) in the background of a 9-1-1 call, without using a smartphone app.
- Generate a case study to serve as a reference and NG9-1-1 success story ahead of a nationwide deployment of such a solution.
- Showcase the value of a close collaboration between PSAPs, 9-1-1 administrators, technology companies, and Public Safety software vendors.
Participating Tennessee PSAPs in Pilot Stage 1
Comparative Location Testing
Carroll County, Loudon County, Jefferson County, and Washington County 9-1-1 Centers participated in Stage I of the pilot project and integrated their existing call-taking or CAD software with the Clearinghouse. Testers made 9-1-1 calls from different locations throughout the State, using a regular phone dialer (no app to dial 9-1-1). Device-based hybrid location was captured via NG9-1-1 mechanisms and sent to the RapidSOS Clearinghouse. This location was directly compared to ALI location and ground truth location to calculate location accuracy.
Key Findings
With 97% of calls through the RapidSOS NG911 Clearinghouse offering dispatchable location information, even indoors, we are excited to roll this technology out across the whole state of Tennessee in Stage II of the project.Â
